355 How does the brake fluid reservoir work?

    Hi, this may be a silly, easy question, but the brake fluid reservoir seems to have two compartments. One is open to the cap, while the other only seems open on the bottom. How does brake fluid get in there? Right now I have a new reservoir (and two new master cylinders) with no fluid in them. I don't like not knowing how stuff works! Thanks!
