How to access fender mesh and shield location.

Sorry, I tried searching. Car is FF. The fender ventilation mesh in front of the shield is loose and I would like to get it back in place and secure it. What's the best approach to access that area? Remove the plastic covers and access from the engine bay? Access by removing the gravel guard after removing the front wheel?--Need to remove wheel to remove the grave guard? Go from behind the fender?
