Is the dash LED flashing? If not check the “anti-theft” fuse. If that’s not the issue try unplugging the siren. It’s on the other side of the firewall by the steering components in a 360.
The answer is you can't reprogram the existing PIN. Mark's suggestions are pretty good, particularly checking the siren. On occasion a failure there will disable the system. It is likely that someone had one fob and cloned two more. That means they are really all the same fob. You can generally resyncronize a fob by pressing the button a bunch of times. I forget if it is 10, 13 or ?? but it is in that ballpark. Swapping between fobs will confuse the system if they are cloned. Can you start the car with your PIN? If you can, an option is to get a new fob with a PIN and reporgram the system. That would allow you to mate the black fobs you have (at least two of them). NOTE: some fobs have a black case but are really a master or red fob. Another option is to disable the alarm system. There are threads about it on here. How to program fobs and the limitations are in a doc. Do a search. There are literally dozens of threads with the file attached. Someone may even post it here but you never know.
If you need to reload your fobs for some reason you can’t reload the same master. I can send you a “loaner” master to first reload it along with two blacks. You then get into learning mode a second time and relearn your existing master plus the same two blacks. I could also go through the fobs you have and make sure you have a good matched working set.
Things are so much better than when I wrote that original document in 2008. Nobody knew how to find the PIN then and you were stuck with clones only if you could not obtain the correct original PIN. Mark now can start with basically nothing and provide a full set of fobs with PIN. Eric 355 and I managed to make a dozen of so sets of three fobs for owners in the olden days, but our method was OBE'd by being able to find the PIN in the alphanumeric read-outs from the red fob and Alarm ECU.
