Does anyone know if a 296 will start and operate in ICE mode if the high voltage system fails/malfunctions?

    No

My hybrid system failed and the car refused to start.

Ditto, I recharged the 12v battery but the hybrid system was fully discharged and the car would not start. Apart from that everything else, bar the one error "hybrid system failure" was fine, ie dash, windows, settings, etc.

That sucks. I'm no engineer but it seems to me that a hybrid would be far more appealing if the high voltage system could be walled off so the car would start and run ICE only.

AFAIK the high voltage system is used to start ICE. The 12v battery is there only for the electronics stuff thus it is of a relatively small capacity and CCA rating.
