    I finally found some time to fiddle with my car and try to diagnose/repair the no start condition. I have 12v at pin 26/Row 1 and pin 54/Row 2 but not at pin 27/Row 1. With the key OFF or ON it has 0.0v and when I crank over the engine it has .08-.1v. According to this thread

    I'm guessing I should be seeing 12v.

    If someone (with a running car) could check they're numbers with the ECU removed I would greatly appreciate it.

    I used a rear passenger seat bolt for a ground, nice and close.

    That signal is negative logic. The ECU grounds that signal to turn the main relay on which feeds 12V to the fuel pump, the fuel injectors and the rest of the ignition.

    Hmmm, it was listed as 12v.

    Also, my dome light is on whenever the battery is switched on, it does not go out, the switch has no effect. Not sure if it's related in any way.

    It is listed as relay controlling 12V to the ignition system. It means the signal activates the relay that connects 12V to the ignition circuit. It does not mean 12V activates and OV deactivates.

    You have a fault someplace in the car that keeps the light on. Find that first and you may find your other problem too.
