I saw this little wierd thing when taking off my aircleanerbox. I guess it's something to do with the idle when car is hot/cold ?

What's it called ? What is it purpose, and how should it be adjusted ?

Seems like mine is not adjusted correctly, as the arm dont touch the plate at all in any way, where ever the little excentric is rotated.

It is the fast idle mechanism for increasing the idle speed for cold starts. If your car starts fine and idles without stalling when cold then you are likely fine without it being connected.

Most wind up adjusted like that as k said, and the Driver "pumps" the acc pedal to squirt a little extra fuel to add enrichment when needed for a little while after cold set-up to keep it running. To use it as intended, you'd need to use the choke and that has some risk (as the choke spools inside the carbs can stick open even when the choke lever in the cabin is returned to the home position).
