There's no "website" (except FChat ;)) -- the best first step you can do is read the TR OM and the TR WSM. Some questions to get started:

Is it a US version TR (i.e., F113A040 engine family)?

Was this a "sudden" change? -- i.e., it was OK, but suddenly became, and is, now low?

The first thing your friend needs to do is confirm/deny ignition spark on each bank. If that's OK, I'd confirm/deny if both fuel pumps are running OK and the condition of the fuel pump connections in the white connectors at the bottom of the fuse panel (http://ferrarichat.com/forum/showthread.php?t=108949).

If it's got spark on both banks, and both fuel pumps seem to be running (and it's a US version), the next step is to check if the +12V power to run the KE-Jet injection system is present or not (but chew on the other stuff first -- we'll go here only if necessary ;))
