Some years ago I spoke with the guy who was working on ADR approval for the Ariel Atom (a similar concept). The huge cost of approval had to be recovered from a relatively small number of cars, making the whole thing a WOFTAM. btw my Indy car has 1hp per kg and it's violent thrust that blurs your vision. I couldn't begin to imagine driving it on public roads.
There is actually a fully registered aerial atom driving around Sydney. I've seen it a few times driving through darling harbour
