I believe Monza's situation is a combination of Money and Politics in Italian Law.

Monza is a Public institution part of the parco Reale Monza - part of the Kings former summer palace. ( which is very nice - and has a great Napoleonic collection there) ... its a huge park , with green spaces - horse track, and stables, as well as golf course and at the far southern end - the autodromo.

since its a public - historic park, it comes under intense Italian laws of preserving it, trees, space, building and disposing of materials etc...

So F-1 ideally wants better infrastructure , this has been partially completed but never fully realized.... and to increase the safety run offs will require cutting down a number of protected trees etc...

then there is the Fee ... Monza's fee is much lower than the average FOM fee... so in the end Bernie want the National Govt. to foot the bill, and pay for the renovations.... which likely will not happen. Italian politics are very sensitive of the Rich getting "special" treatment... even when Ferrari are involved.

Imola - on the other hand is a privately owned ( corporation ) so in theory could get the money from sponsors etc... but this seems highly un likely. also the track is almost in the middle of the town... its very cool, and the last GP i was there in the 90's it was always a fun time. And much closer to Ferrari than Monza.
