I am not an attorney, so my advice is probably worthless. But I wouldn't sign jack until I was ready to lay down the cash. Have you looked on these forums for info on this car? Search by the VIN Good luck, let us know how it turns out.
You didn't post the document, but I would guess if you sign the bill of sale you would be obligated. I would think if you added a clause that the sale was contingent on inspection that it would cover you.

No. Have them write on the BOS that sale is contingent upon vehicle passing a PPI at the tech of your choice, and any deposit you give them is refundable if the car fails. You'll be fine. I used Capital One also, quick, easy, painless, online, done, approved next day (which was sunday) after I filled out the online form at about 1am. Had blank check overnight.

That does look like a great car. The interior is really clean looking (from the pictures). The mileage is really working in your favor - a great price, and it makes me more comfortable about the valve guides, as they should have shown up by now it they were going to. It's a win-win for you. Sweet!

if when you sign on a bill of sale you write on it "subject to passing PPI" or something like it, you wouldn't be obligated to buy unless the car passes the PPI. To cover you behind i suggest writing something more specific what is passing PPI means to you.
