Is it common for dealers to add an "inspection fee" to consignment deals? If so, what charge is typical? Do dealers have to pay a fee to Ferrari to list used cars as "certified" or with the inspection fee just be an internal charge levied by the dealers individually?

The New Power Warranty is about $2,500, and yes this is typical. You might be able to negotiate cost responsibility in conjunction with a sale.

Unless you are selling the car "as is" with a deep discount..then the selling party is entitled to know exactly what they are representing.
