I would think someone tried cleaning them at one time, and maybe left a chemical on too long being it looks to be in an area that wtaer or chemical can pool up.
Haven't heard a good explanation for why this happens on the red wrinkle paint that Ferrari uses, other than maybe bad paint prep by the factory. You can have them refinished by a body shop when it's that bad.
Are these powder later or painted by the factory? An expensive option would be to replace w cf ones from Scuderia !
There are quite a few examples of folks on Ferrari Chat who have found a local body shop or powder coat facility to refinish their red heads. Common problem with older Testarossas and many have restored theirs to new. Fortunately mine hasn't peeled like this, but I did get two small chips. I just filled them in with rossa corsa touch up paint which is a perfect color match. Probably not an option for the F430 in the photos above, it will require restoration.
