The teams voted for no/low practicing
The teams voted for the $$$ cap
FIA could make drivers make all the decisions by limiting the number of unsolicited messages from team to driver.
FIA/Liberty could simply not let team principles comment on the races.

But, to your point, I find Suzuka one of the better races almost every year.
