Katrina aid and beaurocratic waste

I know this board to be responsive and generous, but I figure many might be like me and not want to donate without some feeling for the efficiency of the aid program. I have emailed some of the big boys in international aid and much like with the tsunami relief effort Oxfam comes up on top in terms of percentages of donations that make it through to the victims, at least from my research.
