I really have two questions: 1) How many hours do dealers and independent shops quote for a 355 major service? Of course I am talking nothing out of the ordinary and no extra work. In other words a car that is having no issues whatsoever and just needs a straight up major service because it is time. 2) How many hours will it really take them? From what I understand they can do them faster than "book time".
Most shops around here have quoted me 40 hours for a standard major service. Once they open it up, they sometimes find other issues but that is the standard for a 355 major in my area + the price of the kit which is often sold by Ferrari at a discount price of about 900$
My Major on a 95 355 was 55 hours at the dealer in 2010. Besides the major they R&R one exhaust header for a repair, rebuilt the shifting linkage (new bushings, etc.) as the reverse light wasn't coming on, rebalanced the throttles to correct high HC on left bank, R&R all CV boots. so my total hours were more than a simple belt service. At $130/hr total Labor was $7100. This was on an 11,000 mile car, all services up to date from new, though when I bought it I got the sense some maintenance was deferred. You said a car with no issues. Well my car had no issues either, but a good mechanic will identify problems and it is your choice to fix them or wait and deal with the consequences later.
My guy charges 62.50$ per hour, did the major on a 13k miles car, changed headers, rebuilt the clutch and charged me 3000$ I subsequently had the car checked out at Monaco Prestige and he did a full inspection and gave it the thumbs up. Car runs awesome
Open ended question as you have to confirm what is actually done at each place... Belt Mainenance , since it's an engine out, 40 hours seems to be the going rate in DFW , but I have seen as high as 55 and as low as 35... depends on what is actually " done " and it will vary. Can the technician do it faster than book time, yes, he has trained to do it and more than likely invested in special tools to do so. I hope they can. IIRC, book time is an average time with a Master Technician performing a job 5 times using only hand tools. The total time is added together and divided by 5 = book time
In 2009 I was charged 30 hours of labor at $100 per by my independent for Ferrari's standard Major 30k Service I supplied all parts.

The downside is that it is a regular busy every day garage full of daily drivers. You do become a bit of a number and do not get the high class service that usually comes with anything Ferrari-related. However, he does an amazing job and there is always a Ferrari or a Porsche in there getting something done. 125/hr seems to be our local independent rate here as well. Although I had a dealer quote me a 130/hr rate the other day. Seems that ferrari might recognize people are opting for independent places on the older cars.
