Part of the WEC rules was they had to make a small production road version those rules were then changed it was said Ferrari and a couple of other teams were pretty far along on the developed on such a car. The rumor is that it will still be produced as either a limited road car and / or XX version but not till after the F250 is launched
I have heard otherwise, but I am not in the know. A 499 related project would be way too compromised as a road car and for track use it would require a large crew. So, it doesn't seem plausible that such a car will be offered to the public.

Of course changes would have to be made to make it safe and road usable. It wouldn't look or run like the track version on the road, but it would be still extreme. The other project in the next few years is a racing customer version much like there GT3s race cars they sell
I am aware of that overruled regulation, but Ferrari being well advanced in the development of such a car is pure speculation. The only confirmed customer version of a prototype racer is the Lamborghini LMDh, which is based on a different set of rules.
Based on when it was changed Ferrari would have had to have been well into developing it. I have seen a number of interviews where Ferrari pretty much confirmed it. Until Lambo or Ferrari roll one out they are both Vapor wear.
The heavily camouflaged road car is a mule for the F250 LaF successor. Not an XX car. There are several mules running around, during a factory visit this summer I saw the car(s) more times than any other car on test. They are running constantly, most recently with an updated rear wing. If my sources are correct, an XX version of the 499P will be revealed at Finali Mondiali, along with the 296 Challenge. Here is a video of it testing at the Red Bull Ring earlier this year. As noted in the comments in the video, the car is running on non WEC spec tires and driven by a driver outside the WEC roster. This test was a apparently "secret" test of the XX which will run some simpler aerodynamic packages beneath the bodyshell. From what I've heard price will closer to double digit than the lowest single digit in millions. Ferrari has sold at least one of the competition run 499P's from this season to a collector, and the price I've heard circulated for the XX is not far off from what that competition car sold for.
Seems consistent with the rumor of a private preview on Thursday of Finali Mondiali for current Corse Clienti (F1/XX) owners.

i think 499 it’s not part of xx programme but more like competizioni GT, some months ago Ferrari trademark 499 MODIFICATA, like 488 modificata
Looks more like a SF90 Challenge than a XX - actually, the SF90XX exists as a special limited roadlegal series.
Sources central to the factory racing program have introduced it to me as an "XX" car. But wether or not it's a Modificata or XX is minor details. The car falls under the Corse Clienti umbrella. Your reasoning makes sense; but we will see during FM.
I assume the drop in the central part of the rear cowl is what it's hinted at. It does remind of the F50. However mostly meaningless.
