Imagine a post-Bernie, post MadMax breakaway series for Ferrari and others. Let's assume also that they're still out there running "F1", so there's limitations.

What 18 tracks would you run on, assuming 2009 F1 tracks are still under F1 contract and control?
What changes would you make to make the racing more competitive? (important to fans)
What changes would you make to make the racing less expensive? (important to manufacturers)
Would you allow customer cars? In what way?

Not difficult at all. Take the tracks that have been cancelled over the last months and you have a nice collection of the world's legendary racetracks.

Define the amount of fuel (or better, energy) a car can use during the race. Leave everything else concerning the engine and drivetrain open. That way, we might see 1.5 liter V12 turbo hybrids competing against 3 liter V8s against asynchrounous machine driven cars with LiPo batteries that don't even need a gearbox. The green component and the trickle-down effect to road cars (making it easier for the manufacturers to spend the money) would also be there, as "maximum efficiency" would be the name of the game now.

Edit: Slicks + strict aerodynamic rules would be a must, too. Unfortunately, it seems that improving aerodynamics leads to less exciting racing, as the cars get overly sensitive.

i would take away all the tracks which see zero overtaking:
Hungary (even though i really like the track, its a fail, sorry)
valencia (in gods name, why built a track in the harbour while around the corner they have a GREAT race track?)
singapore, aside from the crash here and there, it was godawfully boring.

i'd consider making some much needed changes to monaco, but you cant take monaco of the calender because...well its monaco.

    I'd add a few tracks:
    imola
more tracks in USA/region, with the possibility of a Las Vegas night race.
    More to be added

    cars:
Strictly no winglets or any devices that will disturb aerodynamics behind the car to prevent overtaking. Do this and for the rest of the season your team will be painted pink, and renamed 'bunch of cheating homosexuals'.
Set a maximum amount of fuel to be used during the GP, and a minimum to be used during qualifying (so cars HAVE to do a certain amount of driving)
    Slicks
    Steel brakes
Remove the rules of using engines for a minimum of 2 races, and gearbox for three. The money saved on designing winglets to disturb airflow behind the car can now be spend on where it really matters.

Persons with the name of 'bernie ecclestone' and Max Mosley will be forbidden to work for the organisation. They can do their own thing, like hosting sex parties (maybe bernie can meet new girls this way).

I felt like bumping this, given the latest FIA/Ferrari noise.

Let's try to put together an 18 race season, without using 2010 F1 tracks:

    Canada - Montreal street circuit
    US - Indianapolis Motor Speedway
    Mexico - Autódromo Hermanos Rodríguez
    South Africa - Kyalami
    Britian - Silverstone
    France - Magny-Cours
Italy - Autodromo Enzo e Dino Ferrari
    Germany - ?
    Australia - Surfer's Paradise
    Japan - http://en.wikipedia.org/wiki/Autopolis
    Spain - Jerez
    Netherlands - Circuit Assen

Where else? Did that F1-spec track at Ferrari World in Abu Dhabi ever get built?

France - Dijon-Prenois or Paul Ricard

Germany - one at Oschersleben and one at the Eurospeedway

    Portugal -Algarve

    Netherlands - Zandvoort

    Italy - Imola

Belgium - just as Monaco has been referenced to as a 'must' - then so is Spa

no other street circuits other than Monaco

    NZ - Taupo - circuit #4

for the fan - increase the race length to minimum of 2h45m; lower the over-priced tickets

Nope - You've got to be a manufacturer to compete in "F1" IMHO. [We'll leave the RBR / STR thing aside for now....]

You build the car, but hopefully have a choice of power unit and possibly gearbox suppliers - I loved the Cosworth / Hewland days.

Slicks and maybe a limit on how much downforce you can generate at, say, 120MPH - It's up to you how you get it, but it can't be more than xxx.

Get two tire suppliers back in there - Then they've got to push the envelope.

Plenty of tracks out there which don't meet the evil pygmy's "standards" would, I suspect, be all over hosting a race wherein the profits were split more equitably. We don't need these Tilke palaces in order to have a good race. [OTOH, *If* they did jump ship Mad Max and the FIA would pull their licenses for any other FIA sanctioned events, and that could be very dicey for 'em.]

    My 02c,
    Cheers,
    Ian

This is still the wrong question.

It's not what the teams spend.

It's what they get for their money.

I'd allow all the money they wanted to throw into it.
But possibly impose fuel limits or even (gasp) emissions testing.

I'd love to see engineers turned loose on the problem of making a cleaner performance car, rather than letting politicians assure us that "green" equals "boring" cars.

Racing should be to improve the breed.

Not the breed of one-off open wheel racers that take a crew of fifty to even start, but the breed of cars that we can put on real highways.

    Okay, we got flappy paddles.

But we need to make street cars more interesting to the drivers than these @#$% SUVs, to get people to put down their cell phones and take a grown-up interest in piloting their vehicles.

The only thing you need for immediate cred (and interest) are cars producing a lower lap time than the best of those F1 can offer. Once the speed is there, so are fans ;). No Concorde yet, anything is possible. You can forget about acquiring Monaco until F1 is dead (or near IRL in status).

Add Estoril in Portugal. I always liked the elevation change and twists (although it makes overtaking difficult). I liked the Argentine track as well, although again a bit twisty for overtaking.(I'm assuming this is a wish list that ignores the reality of financing needed to bring some of the circuits up to par)

France-Paul Ricard (with stands put in)
Germany-Switch between the Nurburgring and Hockenheim like they already do.
    Italy-Monza and Imola every year
    Spain-Barcalona, or maybe Jerez again.
    Monaco, of course
    Portugal-Algarve
    Belgium-Spa
    Netherlands-Zandvoort
    Turkey-Istanbul
    China-Shanghai
    Japan-Suzuka
    Singapore
US-Indianapolis would be ok, but the idea of Las Vegas still sounds good.
    Canada-Montreal
    Brazil-Sao Paolo
Maybe Abu Dhabi too, but we'll have to see how that goes this year.
    Australia-Maybe Adelaide?

I'd get rid of places like Hungary and Valencia, and forget about the planned races in Russia, India, Korea, etc.

    Changes:

-I'd give the teams a significant amount of freedom back, forget about KERS and implementing the green stuff into F1, and consult with that Overtaking Group (whatever it's called) about how to maintain fine level of overtaking without taking away so much downforce, making the cars look stupid. In my opinion, the current level of overtaking is just fine.

-No more changes would be made that made the cars even the slightest bit slower, unless it was temporary and would be for the good of the sport.

-Teams would be given a set budget cap at least for the foreseeable future, but would have a huge amount of technical freedom, including the engines and aerodynamics.

    -Back to V10s.

    -Customer cars allowed.

*Basically, F1 wouldn't be so held back in terms of development (as they are now), but would rather be encouraged to keep the sport at the cutting edge of technology and the pinnacle of motorsport.

You are missing the African continent, which has to be in the list. Kyalami is the obvious answer.
