I think the car is definitely a Brabham, and the driver sure looks like Gurney, who was a works driver in those days (1964, most likely). The car is an F2 car and it certainly looks like Zandvoort.

The roof visible towards the right side of the photo looks like that on the main grandstand opposite the pits, which is in the right place for where I think the photo was taken.
