    run a carfax on it. It will tell where it is last registered and may indicate a shop that has worked on it or a center that has done inspections or emissions testing on it. If you only get a city as a reference, then call all the specialty shops in the area to see if they work on it. They probably won't give you the owners name, but I am sure they will contact him/her and give them your number to call.
