If a dealership will NOT do one (and there are liability reasons....) you may have to contact an independent - and draw-up terms regarding your position if a PPI should 'miss' something. Anyone doing a PPI should only be held responsible for what they actually inspect, and the terms of what constitutes a 'through' inspection should be laid-out with all three parties ahead of time. The seller isn't going to let you or a dealership dig into the engine too much, so you can forget about checking the source of a potential head-gasket issue or possible cracked block unless that can be uncovered with a visual inspection.
