    you or a relative. at one point i think they were going to open up to the general public. should be able to get a comp rate at a credit union.

    I think you are talkling about USAA. It is open to officers and their dependents (distant cousins do not count) which includes wives, former wives, children. Also open to NCOs with the same provisos. Not open to the general public. I have heard no proposal to do so.
