Maranello and Emissions Test

I have a European 1997 550 Maranello which was EPA and California certified sometime around ten years ago, and which presumably met all the California and Indiana testing requirements until I brought it to Chicago a year ago. Now the IL Airteam won't pass it because it doesn't have am OBD port, or we can't find it. The small pickup truck in front of me had its exhaust tested, but they wouldn't even try to test my car. What's up with that?

Anyway, questions are - can an OBD port be hooked up to the Bosch Motronic which does exist on the car, or where and how do I get my own independent OBD system which I would program to give out the proper codes? Any other ideas short of transferring title to my Florida address would be appreciated.
