Of course they can, well it'll look good until you open the hood. First find one old & cheap QPIII better yet a QP1 with a DeDion rear suspension but that is no longer so cheap. These guys could probably do even better than that but why not just make it look good with more modern running gear and be an obvious fake? Far less money down the toilet that way. That video brought back some great memories. The cars these guys are building in Argentina are absolutely first class. As good or better than the originals, period. I was totally blown away by their workmanship. I really need to do another Tour to Argentina.
