    How soon after a committee meeting should the minutes be circulated? Is there a normally accepted time frame?...or perhaps even a 'rule'?

    Depends on the committee.

    I doubt the Central Committee of the Communist Party of the Soviet Union was particularly quick,... nor accurate... ;)

    Well, FCA in this case, but any sort of informal type of meeting really. Not multi national business or political or anything like that.
