    Typically it's been after the factory returns from the August holiday.

    That's what I used to think but I took delivery of a 2017 this year at the beginning of August.

    I think there is an element of randomness, my dealer has suggested that they don't know for sure what model year a car is going to be until after it's built.

    Roughly speaking you can see a new model year as soon as mid June!

    I assume the OP was asking specifically about Ferraris, but nonetheless: Tesla doesn't officially use model years at all. For DMV-related purposes a model year has to be listed, but Tesla follows a model from the software industry and just makes iterative updates whenever they feel like it.

    How sensible!

    I believe model years are a US only thing? Does anything actually change between model years, I thought Ferrari introduces updates on a rolling basis anyway so within a model year there will be differences - the 7 year maintenance offer I think was a March introduction?

    Yes, with more recent models, there are changes/additions made in the early year or two of a production run. For example, for the 2017 488, they have added some carbon fiber packaging options to consolidate choices. They have also added some additional leather options internally. Similar options were added to the 458 in year two.

    So some options became standard at the 1st or 2nd MY change, I think this was also true on the Scud. But ongoing year 3, 4, 5 does anything change? Does the price change also at the MY change?

    They added options to choose, but I am not aware of additional standard options added. Yes, MSRP usually goes up throughout a model run. As for additional options added in later years, I can't say with any knowledge, though I believe that in the final few years of the 458, they did not make further changes. I'm sure someone who knows more about the 458 production run could comment further. Obviously, with respect to the 488, we don't know what additional options, if any, may be added.

    It's not only a US thing. Here in Europe fro example, the VW group changes model year in week 22. Cars built after that time, are the next year model and receive the revised/updated systems etc.

    I thought only the US VIN actually tracks the MY, does the VW vin track it as well?

    Model year was introduced in the 1920s by General Motors I believe with the express intention of selling more cars by preying on neighbor envy

    And that is why it only appears in US VIN

    Nope.

    Since 1980 all cars around the world adopted the ISO standard for VIN numbers

    Model year is in every VIN, for example for Ferrari or Volkswagon or Honda or Chevrolet.... it is digit 10

    No it does not. Here's a quick example of a VW vin from Europe. The 9th letter "G" defines the model year(2016 in this case). WVWZZZAUZGW800719
