First you need to resize your images to 640x480 or smaller. Next, at the bottom of your post, under Additional Options, there is a button labeled Manage Attachments. Press it. Another window will open, allowing you to browse for images on your hard drive, you can attach up to 4 images per post.
Usually when you go to "save as" it will give you an option at the bottom as to what to save it as, you just have to change it to Jpeg. What program are you using to open, save and resize the images?
