I think he was metaphorically referring to Iraq; and thats only because US invaded them, not necessarily a 'war' of armed conflict between two countries which oppose each other. Technically, they had no option but to receive a beating.

We did not invade Israel, syria, lebanon, egypt, Spain, Kenya, ect and they have bombings quite a bit. Spain even let the bastards go a few months ago.
