Need advise on correct setting of air adjusting throttle

    I am unsure how to correctly set item 45 on the attached drawing. The WSM indicates the throttle begins to open at 3500 RPM. I take this to mean under this the valve is closed. However when reinstalling the plenum the throttle disc has 12 degrees stamped on it. This makes me question if this means set to 12 degrees rather than full closed below 3500 RPM.

    most probably it is the angle of the cut of the plate when looking at it from the side view...think of a carb throttle plate and the chamfered edge which it has to seal better within the carbs bore

    And.

    That is the plate for the intake compensation valve. You do not need to adjust it. At low rpm it remains closed, and as you read, at 3500-5500 rpm it opens up to help balance the two plenums in the mid range. It's either open or closed, no adjustment needed. That is unless you fooled with the arm between the diaphragm and the valve.

    Did you mess with the length of that connecting arm?
