Torque plates are great and we used them for all engine builds. They will ensure the bores remain perfectly round after cylinder wall work. Some customers wanted the blocks heated for doing that work to ensure perfect roundness at operating temp as opposed to cold.
So, on request, we would preheat the blocks for the cylinder work to ensure roundness at operating temp. TBF, I never saw any difference on the Dyno in power output that could be attributed to this... ;) By the same token, we never saw any consistent, verifiable difference with piston ring gaps considerably wider than spec... go figure!

Cylinder liners for all engines that use them when initially manufactured are made and finish machined outside of the engine, very often in a different country.

Mahle wet liners and pistons very routinely test at well below 1% leakage. Not sure how much better you want. While I do when possible, finish machine them in the block with a torque plate I certainly would never lose sleep not doing so.
