Just by way of comparison, I cannot find any street tyre with a TWI lower than a XWX or TRX at 100. A cursory walk around the workshop reveals: Michelin PS3 on the 996: 220 Bridgestone RE003 on the A4: 220 Continental Sport Contact on the 911 3.2: 160. XWX 205/70-14 on the usual rubbish here: 100. BTW, the original XWX and TRX TWI appears to be 180. I am unsure of when the change was made to 100 however I note when I fitted new XWXs to the 308 in 1999 they were 100. The lowest TWI anywhere for a 308 running 16" rims is the Bridgestone S-02. Currently in production in the 205/55-16 and 225/50-16 N3 size for Porsche 911 that TWI is 140. Have a set put aside for the 3.2 but the only cars fitted with them recently are Ron's 328 in Melbourne and David's 308 in Sydney. They are the best 16" tyre for a 308/328/911 bar none without going for an "R" compound which is either 80 for the Toyo, 60 for the Dunlop or Yokohama and 40 for the Hoosier. There was talk of Pirelli coming back into that size with the P-Zero Giallo (With the same TWI of 140) but as of today I see that's come to nothing.
That's insane your tyre guy gave the OK for the tyre using a durometer. Don't suppose he put that in writing? I Didn't think the S-02 was still available in Australia. A few years ago I imported some 16 " Hankook Ventus RS3's for the GTB - 140 TWI, these have been discontinued and replaced by the RS4's which are 200 TWI.
