New tires look reworked or used

    Hello Gentlemen!

    I would like to get your opinion on some tires I ordered from a big distributor. They just arrived, but they look bad enough that I cancelled having them installed without some team input. The side walls look scarred up or sanded. They look rougher than my old tires. I know they are just rubber; am I being too....discriminating?
