I'll assume it's a US version since you are in Utah, but please advise if otherwise. Also, have you replaced any relays recently? Just had an issue where someone used a quasi-equivalent relay with a built-in diode across the coil not present in the stock relay that caused problems (because F wasn't worried about polarity of the coil of the stock relay as it has no diode).

If you've still got the stock relays, I'd suggest that you remove relay b (relay for RH headlamp lifting motor), relay d (relay for headlamps lifting motor), and relay e (relay for LH headlamp lifting motor), and then see if fuse #1 still blows when installed. If it does = bad sign for the fuse-relay panel itself. If it doesn't blow, (with fuse #1 still in place) try installing the relays in the order d, then b (with d still in place), then e (with d and b still in place) to see which causes the fuse to blow. Might give a clue about which area is the trouble, and you can always try substituting a relay of the same type for the one causing the fuse to blow to see if the trouble is the relay itself (however, this will be the unlikely and lucky fix IMO, and you most probably have some other deeper/darker problem).
