Manual: I think your two best options are eBay or you could subscribe here and put out a wanted ad. The owners manual varied depending on the year. Do you want the complete set with dealer info, warranty card or just the manual?

Window sticker: you're out of luck. I think somebody was reprinting them years ago but I don't remember who.

A search on eBay (ferrari 328 owners manual) came up with several choices.

 

There are different 328 Owner's Manuals depending on the year and version. Based on your location and the side repeater light on the car in your photo, it seems you have a euro (standard) version 1986 328 (please advise if otherwise). If so, the corresponding 328 Owner's Manual is Print Number 376/86 (so make sure that you get the right Print Number). You can download a pdf copy of 376/86 here:

To the O.P: ALWAYS do your homework before parting with hard-earned cash; as (wisely) advised by Steve, be sure of the print number before buying.
And if the car is indeed a standard "euro" one (it sure looks to be: "short" nose, "euro" rear-view mirrors and side-markers): yes 376/86 it should be.
And...to ease a bit on your finance: as far as I know, the "window sticker" did not, and still does not, exist in any european country.

The owner's manual is easy to find but take care at ebay vendor, many have high price and not always original book, but some suppliers are serious. I already purchase book from @375+ link and it's one of nice place to find one.

As said by my friend @nerofer your car look like an Euro GTS and window sticker does not exist in Europe.
May can you tell us more about your car ? Since years I collected 328 original warranty book and send them back to the current owner of each car ( of course when I find them ...) If you don't disclose the VIN I don't know how you will find original document for YOUR car

I had this issue with my 308. Genuine manuals are unsurprisingly a little expensive (and I've enough things to pay for to get the car back to a good standard without adding that to the list just yet!)

I downloaded the commonly available PDF and set it up as artwork to get it properly printed and perfect bound. Easy to order online. There was a minimum order of 4 but selling the 3 I don't need on Ebay mine will be free. Overall I think for 4 it was around £80.

I might get a genuine one in the future but for now a properly printed repro looks ok. Perhaps another option to consider if you know someone with access to the appropriate software.

 

If you want the owners manual for reference register your car on the ferrari app. They will include the pdf manual for your car. If you want a hard copy to complete a kit than I would try eBay or post on a forum.

The my ferrari app provided my manual in a pdf when I registered the car.
