any body shop can do this but you may consider powder coating. there are many options for colors now. very strong too!!

He can even powder coat them.

They do all the dealer wheel painting and repair. They did my Ferrari wheels. Full facility dedicated to wheels.

 

I liked their (First Place wheels) website so i called and made an appointment. I showed up but he did not, I left after 20 minutes waiting.

I needed a rim repaired (curb rash), had these guys (rim fix) do a perfect job for $100. You could not tell which wheel was fixed.

I powder coated wheels for my daughter's Lotus and on the race track, the brake dust at real hi temps almost kind of melted into the wheels and we could never get them real clean - maybe we were using crappy brake pads, oh, all so, the wheels were pink - I am sure you don't want that
