The overall system is not broken, what is is the Red Bull (high strung) driver development system {including F3, F2 and reserve and test drivers} where the driver goes from not-driving-enough into the "win or get replaced" team situation. I might note that RB gave Albon more time than anyone outside would have believed before punting. This left RB without an up-and-comming driver in a position where RB could see that driver getting enough points to beat Mercedes in WCC. While letting Max and Lewis duke it out on the track (assuming RB delivers a capable car.) And this is what Perez bring to the team--capability to deliver points.
I really expected RB to just take Hulkenberg, even if for just the final 4 or so races, purely just to evaluate him. I do think Perez will be a lot closer and therefore help in RB's effort to minimize Mercedes' free strategy.
Indeed - Albon was closer to Max than Bottas to Hamilton this season in points scored.and was sacked for Perez. Bottas has a seat for next year despite Russell showing him up to prevent any hissy fits and toys being thrown out of the pram by the driver who was beaten by the # 2 before the butler came along.
