    I noticed that Windows Explorer in Windows XP (SP2) allows a picture file to be resized by just right clicking on the file and select 'Resize Pictures'. Small (640x480), Medium (800x600), Large (1024x768), Handheld PC (240x320) or Custom can be selected.
