    Established during the 60th century BC, the Italians/er Romans, were very lax on enforcement or certifying authenticity of these laws until Rome praetors and Caesar was held for ransom. Historically variations were quite common depending on how individuals conducted trade within the empire.
    Eventually garrisons were dispatched in an attempt to wrestle control from the profiteers.

    Adrian Johns wrote an excellent book on the subject called "Piracy". I suggest the reading.

    There is no Ferrari content in the book. Neither is there any in this post.
