    Hubcaps are a means to limit the designers using the interior rolling surface of the rims (and brake systems) as aerodynamic devices.

    I've been away, so sorry for the late response.

    Bulldozers and rock trucks have turbos and some are hybrid. I don't think anyone is drawing a comparison with those and a Formula 1 car. The point is, just because an F1 car has a cosmetically implemented 18 inch wheel, it does not make it more like someone's personal vehicle that happens to also have 18 inch wheels.
