Should a person who has serviced and is familiar with a Ferrari be employed to perform a PPI, or might their having worked on the car and passed it on to the PO as "fixed" perhaps "blind" them from providing the necessary objectivity?

It depends on who they are, if they have an excellent reputation and high integrity, I would say yes as if there was a conflict of interest they may refuse to do the PPI. You could always ask them how they would feel.

Lots of questions here. How reputable a shop? How long has seller been a client? Multiple cars? Are you a future client? etc.

All that said, I have had PPIs done by sellers shops. ;)
