Easy to deal with, the t-car gets assigned each weekend, and is one of the spare chassis the teams all produce, and is fitted at the start of the season with an engine from the allocation, but at each race event, the teams advise which of their allocation will be in each car, race and t-car. The FIA might be able to sanction an extra two engines and gearboxes overall to each driver per season, not specific to the t-car though in case of engineering issues. This way, you have a car prepared for each driver, set up with everything they need. The only time you can use it in the race is in the event of a red flag incident, but at least the car is prepared. The only cost to the teams is the running in practice, as they already build several chassis. The engines these days don't cost nearly as much as before, and teams could opt out if they wanted. Not being funny, but if both HRT and Marrussia cars go out at the first corner, does anybody really care? However, if red bull or Ferrari go out, it affects most of us and potentially skews a championship
