Ideally the tie-down bolt should sit in the center hole of the spare wheel. Mine also sits a bit towards the windshield. The nut which the bolt screws into is tack welded underneath the floor of the compartment. If this nut is positioned at an angle, the bolt will not align with the wheel center. You would have to break the weld and reposition the nut to correct the problem. To me, it's not a big deal.
