Ron- According to NASCAR, you are correct. They believe that it stands for "Car of Tomorrow". My reference was to the last millennium, as the cars are still comparatively old simple technology and we are now in the Twenty First century.
Budget restrictions.............seems to work in NASCAR. Hendrick engine, about $85-90,000 each. F1 engine, maybe $150,000 each?
