Is there a way to disable the function that tilts the steering wheel up when the car is turned off, or disable the function that tilts the passenger mirror down when in reverse?

For the mirror, https://www.ferrarichat.com/forum/posts/148877324/. I think the steering wheel is the same way, just leave it where you want it, put the car in reverse, and memorize the settings:

"Electric adjustment (optional) It can only be adjusted if the ignition key is in position II. Move control A to the left of the steering column. On versions with a driver's seat with memory, the position of the steering wheel is memorised together with the position of the external rear-view mirrors when the seat position is memorised." So, just leave the steering wheel and passenger mirror where you want, put the car in reverse and memorize the settings.

WOW- those would Both be very cool features to have in my F8 but I don't have either one of those- my AMG used to do both those things but not the F8- F8 is manual adjust steering wheel position and seats though because I have the carbon race buckets.
