According to German Newspaper Bild Heidfeld won the 2nd Williams seat. Bild isn't the most reliable source, so I'm hoping that this is actually true.
It's also being posted on Autosport's website that Theissen made remarks that amount to the same decision. I usually wait until it's on Atlas F1.
