Although I haven't raced in many years, we would "test" at Willow on Fridays. At the time it was about $150 for a full day of testing. I love that track!!!
From SM the closest is WSIR but the closest best is BRP. The most fun is Laguna 4 hrs away. Easiest thing to do is go to each track's calender and look to see who is running to see if you have the qualifications to run. You can also look at motorsportsreg.com and search to see the same information if those clubs post to MSR. Sounds like you are a newbie. See there upcoming events e-mail here Upcoming Events for John - Track Days Cal Speedway is the closest but Willow is a natural roadcourse so it is more fun. If you are a newbie, try an event at The Streets of Willow. Lower speeds but still plenty of speed and fun.
Ok, Might I suggest you take a weekend track day course at Laguna Seca or Sonoma Raceway. Why ? you will get a lot of scenery exposure and get to see what California is all about. willow springs is a wasteland up in the high desert. Also you will get a chance to work with some really good professionals at that the track. chuckwalla located east of palm springs this time of year is a good opp to give it a shoot out. best deal by far if you want track time all on your own is Buttonwillow on the I5. they have open practice days for advanced drivers.
