    What is the best way to:

    1. Repair some oxidation rash with chrome plating (polishing?)
    2. Remove completely the chrome plating on wheels (sand blasting, media blasting, or chemical process?)

    Your plater will remove the original chrome plating by electro-chemical means, do not attempt to do it yourself as you will cause more harm than good.

    mild oxidation rash can be removed by polishing. Must keep it waxed or it will return as the oxidation will have popped some chrome off. Only permanent fix is to strip & re-chrome by someone specializing in restoration. I suggest a company called 'Custom Coatings and Pot Metal Restoration' in FLA, a quick web search will find them. They are reliable, go back quite a few years.
