Ross Brawn was in the right place at the right time. He basically convinced Honda to walk away form the 08' season because the car was so far out, and start developing the 09' car. The economic climate changed and Honda decided to cut it's losses. No team has the resources to develop a new car in mid season and win. So, as history has shown, the teams look to the development of the new car and the new season. For years Ferrari ( when Ross Brawn was on board ) did it this way. This is the way it's been until recent years when rule changes were being tossed about like Max's' women. If the rules are not clearly defined how do you take a team of people and start developing a car? How do you even choose your people? This is not to take anything away from Ross Brawn. He will go down in history as one of the great minds in all of F1.

Team owner and boss Ross Brawn has revealed that some new pieces are scheduled to be added to the BGP 001 car at the Nurburgring. Moreover, some improvements that had been taken to the British Grand Prix were not used at the decisive moments at Silverstone, after the Brackley-based team struck a fundamental problem getting the tyres up to temperature on the circuit. "With the confusion over the tyres, we didn't run some new pieces we had because Friday (at Silverstone) was very difficult with the tyre temperature," Brawn is quoted as saying by the Telegraph. "We couldn't determine how the new bits were working, so we decided to avoid confusion and went back to what we had in Turkey. "So we've got those bits and we have some new improvements for the Nurburgring," the Briton added. Having won six of the opening seven races of 2009, Jenson Button's points lead was reduced to 23 points in Britain, while Sebastian Vettel dominated and won from pole at the wheel of a new-look Red Bull.
