    FIA wants to control costs in F1 for the smaller teams here is a penalty that could really hurt the top teams.

    First the two race engine rule stays in effect for the cars that scored points in the manufacture championship. Another penalty is that those cars/team that received points in the previous race, have to put money into a pot that the last 8 cars/teams can use for parts, R&D or what ever they need to develope their cars to be more competitive.

    And the higher you place in the previous race, the more you pay. So if you get 1st, then you put in for example $5 million in the pot. 2nd will be $4 million, and so on.

    Now how is the pot divided? Again the lower you place the bigger part of the pot you get. But you one thing that can not happen is the following. If a team has one car finishes 1st and their team mate car comes in Last, the money from the pot can not go back to the team. And the cars that finished at the bottom have to complete the race. If they have a mechanical failure during the race, the car can get towed back to the pits. They get the parts replaced, or go to their spare cars. And even if they are 20 laps down, the car has to be running at the end of the race. That way this will prevent teams from just giving up and receiving a part of the pot of money.

    The top teams have huge budgets to spend on R&D. Those top teams will just spend more money on how to develope more power in the engine or change something in their aero packages. Which a small budget team might not have the funds to do the same type of R&D.

    By giving the smaller teams more money to spend on parts, or R&D they could become more competitive.

    I like this concept but I'm sure it'll be hard to enforce because now all the small teams will be fighting for the last spot.
