I've been reading these posts for a few years. I was looking for a carbed 308. Something i could work on. I wanted to buy something in california because i knew that the dealer was obligated to get the difficult car past SMOG.
So, this dealer in Santa Barbara, "Scott's of Santa Barbara", (I wasn't going to mention his name, but he really stretched the limits of propriety getting my car smogged), This guy said, as i was doing the paper work, that I might need bring the car back to do another smog on the car, because "there might be a little problem." I was stoked, the car was very straight, low miles, so i bought the car for 30 k. Got a call, need to do another smog, so i took the car down, on the way to LA and he couldn't get it smogged, offered me a rental car, (paid for) to do the trip down and back. When i got back, he still didn't have it done after 4 days. Took the car home and he sent up a transporter to take the car back to SB, 500 miles down and 500 miles back, took him 4 weeks to get the car back. He had to build a 2 cat system, make the one operable smog pump split into two and fiddle with the timing and mixture, (so he says), to get it passed. I am seriously blessed to live behind the redwood curtain in humbug county, where there are no bi annual smog checks

So, the lesson here is to have a carbed car get smogged before you sign the check. Mke sure it is really done.

I love the car, even though it might be slightly emission challenged.

California's Govenor, aka "The Terminator" repealed or should I say "terminated" the 30-year smog exemption indefinetely. So now cars that are exempt from smog are 1975 and older. Us 76'ers are waiting anxiously to see if we will be exempt from smog next year.

    Straight facts from: www.dmv.ca.gov

Does my vehicle qualify for a smog exemption?

Smog inspections are required unless your vehicle is:

    Hybrid
    1975 year model or older
    Diesel powered
    Electric
Natural gas powered and has a Gross Vehicle Weight rating of 14,001 lbs. or more.
    Motorcycle
    Trailer

    --------------------------------------------------------------------------------

When a car is sold, who is responsible for the inspection?

The seller is required to provide the buyer with a valid smog inspection certification at the time of the sale or transfer. Smog certifications are good for 90 days from the date of issuance.

The inspection is not required on a transfer if a biennial smog certification was submitted to DMV within 90 days prior to the vehicle transfer date (a vehicle inspection report may be required for proof of certification).

Note: Smog certifications are not required for transfers that occur for any motor vehicle that is four or less model years old. A smog transfer fee will be collected from the new owner.

What are the current limits (say a 77 308) required to pass CA emissions. I believe they are the same as ours now.

I stand corrected. Previous California Govenor Pete Wilson had the 25-year smog rule in place. Subsequently, Gov. Gray Davis bumped it up to 30-years. Current Gov. "The Terminator" attempted to bring it back down to 25-years and is now getting a lot of grief from this particular politician (forgot her name), but she wants to bump it up to 40-years! So now everything is currently pending.

    Well,

Very interesting. I have an 80 GTSi. I need to get it smogged in San Diego. It came from New Mexico. Look for my soon to be posted thread about replacing my Cats. http://ferrarichat.com/forum/showthread.php?p=136117066#post136117066

I also have a 78 Maserati Merak SS, that the PO had it titled in a non-smog county in CA. That may be the big headache getting smogged.

So what are the penalties, late fees about registering a new (old:) car?

It says you have to register in 10 days. But I don't even have my cats back on yet.

    Thanks

    Marc

PS anyone know about Classic car status? That was suggested about the Merak. I was told there were only 277 of the SS imported. (And yes, you can even see the Original california sticker in the front window.)

The 308's originally shipped into Calif. are equipped with Catalytic conv and a smog puump. Mine (1978) smogs easily, just recently with the new test on the dyno. No need to lean out carbs or other tricks. I guess the lesson is to buy a Ca model that has not been modified or smog stuff tampered with.

I dunno about CA, but the US Fed 77 cars had no cats, just some super heavy thermal reactor thing. I think they were all removed and are now disguised as door stops.

Good point, the 77 and earlier cars did not have psycopathic perverter, (or catalytic converters for that matter), they relied on a metal container full of heavy iron to stay hot and "burn" the hydrocarbons that the engine let by. Admittedly, they relied on more air being pumped into the exhast manifold to ensure combustion, but many of the nozzles melted and slumped over, to "enhance" exhaust flow. The GD thing weighs almost 100 pounds and is hung off the back of the car, where it really doesn't need it.

My car got smogged by the used car dealer who installed two cats, in place of the mising thermal reactor, probably does a better job cleaning up the exhaust than the old reactor.

    hth,
    chris

p.s. There is a strong temptation to remove all of that half baked, intrusive, potentiallly harmfull, add on trash - and let the engine breathe, like ENZO entended.

So if I understand it correctly, under current laws, if they remain the same next year, then 1976 and older are tax exempt and 1977 the following year, etc., correct?

Of course, we can count on nothing remaining the same.

No, not in CA. The rolling 30 ended with Assembly Bill 2683. I was waiting for 2008 to celebrate the end of my biannual punishment, but alas, Arnold sold out to the greens. The "logic" was that 1976 cars pumped out 155 times more polution than comparable 1995 cars and each year would exempt 45000 addional cars. They assumed that each of these cars were driven 20,000 miles per year. I don't know about you, but I know of precious few daily drivers of that vintage. My 308 coves on average 1500 miles per year.

This is the woman who was behind it. She represents San Jose, Cupertino, Santa Clara and Mountain View, CA.

Sadly, Miss Lieber is at it again.

    http://www.leginfo.ca.gov/pub/bill/asm/ab_1851-1900/ab_1870_bill_20060929_chaptered.pdf

This bill, which has been signed by our pathetic excuse for a governor, will require any car with visible smoke during a smog test to be failed starting in 2008.

Anyone outside of California want to buy a nice 1978 GTS?
