I'm trying to gain access to my turn signal. I removed the steering wheel, the horn button and the funky ring nut.

I thought by using a simple puller I could remove the hub. My puller is attached using 5mm bolts that screw into the holes for the steering wheel. I am pushing on the center stalk circled in red in the picture. But, it is not coming off. I have applied enough pressure for the washers attached to the bolts to cave.

    Did I miss a step?

Not unusual. Its easy to remove but all the internet warriors gave me so much crap about it last time I will never repeat it.

Been done for 40 or more years by Ferrari mechanics the world over but the experts here do not approve.

Will definitely try next time. Using a puller requires a crazy amount of torque and I am always worried something will slip/break and crack the windscreen or take out an eye.

You might want to consider putting in the 1 inch spacer now that you have the wheel off. I put one on my 328 and it really helped out. Just a thought.

I just put a piece of angle iron across the hub with two bolts and use a slide hammer. It falls off. Work smarter not harder.

I'd add to Brian's method that you often can't just crank on a Puller center screw until the hub comes off. Preload the Puller to be "tight" -- then smack the center screw of the Puller with a hammer (then retighten and resmack as necessary).

Any smack let's worry me about the ball bearings. I made an extra sturdy puller myself and my steering wheels always came off without hammer.
